U. City is considering a commercial development at Olive and I-170. Could the project fail:

  • if the developer, Novus, pulls out?

  • if the City’s financial advisers can’t calculate taxes correctly?

  • because more and more people are ordering what they need with their cell phones or the internet rather than going to big box stores?

David Harris, a real estate attorney, will be available for questions regarding details and 
finances of the Olive-170 proposal.

What is a TIF, and how could it affect University City’s Third Ward? Could the TIF project make property values go up so much that residents couldn’t afford the taxes or rents? If the project fails, could there be so many ugly empty buildings on Olive Blvd. that they would attract crime and make property values fall? How much EMINENT DOMAIN will University City use?

What are Community Benefit Agreements (CBA)? What CBAs should be written into the Olive Blvd. project before the City signs an agreement? What would happen to the shops and restaurants on Olive Blvd. that owners have spent years improving?
