The population of state prisons and city jails continues to soar as jobs continue to decline.After they are incarcerated, black, brown and white inmates continue to be treated differently.
Income, as well as race, is one of the most important factors determining how likely it is that someone will be arrested, brought to trial, convicted, and sentenced.Yet, the City of St. Louis still does not have a just Civilian Oversight board to protect its citizens.
